The growing economic problems due to the war and sanctions have hit the financial stability of Russian regions. By the end of 2025, the total deficit of regional budgets increased by 3.6 times compared to the previous year and reached 1.478 trillion rubles. As a result, the figure became a record for all time of observations. This follows from the calculations of the ACRA agency based on data from the Unified Budget System Portal, writes “Kommersant”.
The sharp increase in the deficit occurred because the regions, with total revenues of 22.6 trillion rubles (plus 4% compared to 2024), spent 24.1 trillion rubles (plus 9%). As a result, 74 regions faced a budget deficit, compared to 50 a year earlier. In absolute terms, the largest deficit was in Moscow (299 billion rubles). Then, by a large margin, come the Yamalo-Nenets (84 billion rubles) and Khanty-Mansiysk (72 billion) districts (The Moscow Times).
