This is stated in the supporting documents for the Bill “On the State Budget of Ukraine for 2027.”
According to the document, the average monthly nominal wage in 2026 is estimated at UAH 30,088, which is almost in line with the figure factored into the budget preparations – UAH 30,032. The average monthly nominal wage for 2027 is estimated at UAH 34,409.
The forecast for real wage growth in 2026 has been raised from 5.1% to 7.4%, primarily due to a lower estimate of average annual inflation.
“Upward pressure on wages will persist due to a shortage of skilled workers caused by migration, mobilization and occupational and skills mismatches. The greatest demand for workers will be concentrated in defense production, the energy sector, construction, transport and other activities related to reconstruction,” the explanatory note says.
GDP growth in 2027 is expected at 1.3%, with average inflation at 8.6%. The unemployment rate is projected at 12.4%.
The government forecasts the average exchange rate of the U.S. dollar at UAH 47.1, with the year-end rate at UAH 48.3.
