The Minister of Finance of Ukraine Serhiy Marchenko has held a meeting with the Special Envoy of the President of France for Assistance and Recovery of Ukraine Muriel Lacou-Labarthe.
The meeting was also attended by Deputy Minister of Finance Olga Zykova and French Ambassador to Ukraine Brice Roquefeuil.
The key topics of the dialogue were ensuring the financial needs of the state budget in 2026-2027, the use of frozen Russian assets, the implementation of structural reforms, and preparations for the next meetings of the Ukrainian Donor Platform.
Serhiy Marchenko expressed gratitude to the French Government for its significant support to Ukraine: since the beginning of the full-scale Russian invasion, the total amount of assistance had reached about 7.9 billion euros, of which 400 million euros was bilateral budget support.
“We are grateful to France for its leadership during the G7 presidency and its consistent position at the level of the European Union institutions, in particular for its support for the European loan Ukraine Support Loan for 90 billion euros and the Ukraine Facility mechanism. France’s financial and military support helps Ukraine maintain macro-financial stability and strengthen its defense capabilities in the context of the ongoing war,” the Minister of Finance emphasized.
Also during the meeting, the parties discussed possible mechanisms for covering Ukraine’s needs for international financing.
The participants paid special attention to the status of the implementation of structural reforms. The Ukrainian side emphasized its unwavering commitment to fulfilling the commitments undertaken within the framework of cooperation programs with the EU and the IMF. These measures are coordinated and implemented through the “Reform Matrix”, a government monitoring tool that currently contains 546 conditions and recommendations from international partners.
Finally, the parties coordinated positions ahead of the next meeting of the Ukrainian Donor Platform, which will take place in Brussels at the end of September. It is expected that the main item on the agenda will be a discussion of Ukraine’s budgetary prospects and external financing needs for 2027. France, as a permanent member of the Platform, plays an important role in mobilizing resources and coordinating international efforts to support Ukraine’s financial sustainability. (Finance Ministry)
