Five of Russia’s largest developers have increasingly been failing to meet construction schedules for new residential buildings. The share of projects that are being handed over with delays reached 12.7% by February 2026, compared to 3.2% a year earlier. In total, the top-5 developers are delaying the handover of more than 1.95 million square meters. This follows from data from the Unified Developer Resource (UDR), which cites “Izvestia”.
The “Samolot” group most often violates deadlines for handing over projects: out of the 4.71 million square meters that the company is building, schedules have been shifted for almost 1.22 million “square meters”, or for 26% of projects. For comparison: in February last year, “Samolot” had only 6.8% of projects with delays. Next comes the “Tocno” group, which is delaying the handover of 9.5% of housing (219,300 square meters out of 2.3 million). At PIK, delays are recorded for 7.8% of projects (almost 319,000 square meters out of 4.07 million). Rounding out the top five are the FSK group (6.5% of delays) and Dogma (3.1%). Among the top-20 developers, there are also companies that violate construction deadlines. For example, the “Etalon” group has a share of “problematic meters” reaching almost 23%, “Strana Development” — 13.5%, and “A101” — 12.5% (The Moscow Times).
