School teachers in Russian regions have started to face delays in receiving part of their salaries, the “Teacher” trade union told “Izvestia”. Teachers in at least 10 regions did not receive payments for class supervision in January. In particular, this happened in the Chelyabinsk, Irkutsk, Rostov, Arkhangelsk, Tambov, Ryazan regions, the Zabaykalsky and Khabarovsk Krais, as well as in Karelia and Udmurtia.
We are talking about federal allowances, which amount to 5,000 rubles for school teachers in cities with a population of more than 100,000 people and 10,000 rubles for settlements with a population of less than 100,000, explained the head of the trade union, Dmitry Kazakov. At the same time, schools where teachers did not receive payments were instructed to conduct “explanatory work” with their employees.
In particular, they were sent messages stating that “the funds for the payment of class supervision, financed from the federal budget, were not fully allocated” by the Ministry of Education and Science, and therefore a delay was expected.
Delays in payments to teachers began against the backdrop of a sharply increased deficit in the federal and regional budgets. By the end of 2025, the “hole” in the overall budget system of Russia reached a historic record of 8.291 trillion rubles. The federal treasury ended the year with a deficit of 5.625 trillion rubles, which was five times larger than the initial plan. At the same time, the total deficit of regional budgets set a record for the two decades of available statistics – 1.5 trillion rubles (The Moscow Times).
