The Cabinet of Ministers of Ukraine has decided to provide state guarantees on a portfolio basis in 2026 to 19 creditor banks for a total amount of up to UAH 20.8 billion.
The mechanism of state guarantees on a portfolio basis provides that the state assumes part of the credit risk of banks on the portfolio of loans granted to micro, small and medium-sized enterprises. This allows banks to lend to enterprises that do not have sufficient collateral.
The state guarantee can cover up to 80% of the obligations under the loan portfolio, as well as up to 80% of the obligations under each individual loan.
It is expected that the implementation of the mechanism will contribute to expanding access to bank financing for micro, small and medium-sized enterprises, in particular enterprises that do not have sufficient collateral to obtain a loan.
The mechanism for providing state guarantees on a portfolio basis operates in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated July 14, 2021 No. 723.
In 2026, banks will pay a fee to the state budget for providing state guarantees in the amount of 2% of the guarantee amount. In the event of the implementation of the decision, the receipts to the state budget will amount to UAH 0.4 billion. (Finance Ministry)
