Developers have started refusing to build new residential buildings in Russia’s largest cities. By the end of 2025, the largest reduction in new projects occurred in Ufa — by 35% year-on-year, in Moscow — by 29.2%, in Rostov-on-Don — by 29.6%, and in Samara — by 23%. This follows from the data of the Unified Information System for Housing Construction (EIJS), which were studied by analysts from the “Dvizhenie.ru” center, writes “Izvestia”.
Also, the launch of new residential projects decreased in Perm (by 10.5%), Voronezh (by 6.1%), Novosibirsk (by 5.9%), Chelyabinsk (by 4.9%), Kazan (by 3.6%) and Krasnoyarsk (by 2.7%). Overall, over the year, developers started construction of housing with a total area of 41.3 million square meters, which is almost 12% less than a year earlier (46.7 million square meters). The volume of new project launches has returned to the level of 2021–2022, noted the head of the “Dvizhenie.ru” center, Yan Gravshin. “Developers are slowing down construction in not the most favorable economic conditions and in a situation where it’s quite difficult to predict any positive changes, that is, in uncertainty,” the expert noted (The Moscow Times).
