The Federal Tax Service (FTS) has demanded that dozens of companies involved in road construction pay a total of 9.5 billion rubles into the budget. This follows from the results of arbitration courts for 2024–2025, which were reviewed by “Izvestia”. This includes major contractors who participated in the construction of the M-12, M-4 “Don”, R-22 “Caspian” highways, as well as federal highways in St. Petersburg, New Moscow, and the Moscow region. For example, the company “SK “Dorleader”” was assessed a one-time additional payment of more than 776 million rubles, including 248 million rubles in fines and penalties, “Avtodor-Tambov” — more than 584 million, and JSC “Centrodorstroy” (CDS) — more than 106 million.
It follows from the court decisions that the violators used fictitious document flow and split chains of contractors to withdraw funds and reduce taxes through them. The companies are trying to challenge these decisions, but the FTS manages to prove its position in 95% of cases, says the head of the “Risk Control” agency, Alexei Kozhevnikov. According to him, about 30% of construction companies faced with additional assessments have already filed for bankruptcy. Another 30% will face the same fate in 2026, as the company’s accounts are blocked during the court proceedings and they are left without money to conduct further activities, noted Kozhevnikov (The Moscow Times).
