The President of Kyrgyzstan Sooronbai Jeenbekov adopted amendments to the law on highways, the press service of the head of state reported.
The requirements for roads were brought in line with the technical regulations of the Customs Union “Road Safety”. These regulations provide for minimum necessary safety requirements for roads and the processes of their design, construction, reconstruction, overhaul and operation.
A rule, according to which the government is given the right to approve strategic planning for the development of highways, the order and criteria for including in the strategic plans of the projects for the construction and reconstruction of motor roads, is introduced in the highways law.
In addition, norms that set the procedure for the formation and approval of annual planning of repair and maintenance of public roads are also introduced. This will help to avoid the cases when road rehabilitation projects are included in plans without an economic justification, design and estimate cost, and will also help to determine the order of coordination of planning and maintenance priorities, as well as avoid intervention after the formation of the plan (title list).
Prior to the adoption of the amendments, the administration of the design, construction and reconstruction of the highways was not controlled by the regulations. The work on the stage design, approval and coordination of the task, implementation (administration) of construction and reconstruction of highways will be regulated.
The law comes into effect fifteen days after the day of its official publication. (24.kg/Business World Magazine)
