Budget organizations in Russia, including hospitals and educational institutions, carried out a major wave of layoffs at the end of 2025.
As Vedomosti reports, citing data from Rosstat, in the fourth quarter, 4,900 employees of the public administration sector, 4,600 people in the healthcare and social services system, and 3,800 teachers lost their jobs.
The total number of laid-off employees in all sectors of the economy in October–December last year jumped by 59% year-on-year — to 32,600 people. At the same time, 40% of all layoffs — a total of 13,300 — fell on public sector workers, doctors, and teachers.
The wave of layoffs swept through the public sector after a sharp deterioration in the situation in regional budgets, which pay for the work of most schools and hospitals in the country. By the end of the year, a deficit of 1.5 trillion rubles was recorded in the budgets of the regions — a record in the history of such data. With a “hole” in the local treasury, 75 regions ended the year, and its total size compared to last year increased by 3.6 times (The Moscow Times).
