The Verkhovna Rada of Ukraine ratified the Free Trade Agreement between Ukraine and Turkey. The document creates new opportunities for Ukrainian exports, the development of the processing industry, attracting investments and integrating Ukrainian producers into regional value chains.
The agreement provides for full liberalization of access to the Turkish market for 84% of Ukrainian goods. For certain sensitive product lines, tariff quotas or transitional mechanisms will be applied, ensuring gradual market adaptation.
Turkey is one of Ukraine’s key trading partners. In 2025, it ranked second in terms of Ukrainian exports and third in terms of total trade turnover. Bilateral trade between the countries increased to $7.9 billion, and Ukrainian exports to $2.7 billion.
“Turkey is already one of Ukraine’s key trading partners today. The volume of trade turnover confirms the significant potential of economic partnership between our countries. The free trade agreement creates new opportunities for Ukrainian business – from expanding sales markets to developing value-added production and attracting investments. At the same time, our task is to ensure that these opportunities work to the maximum for Ukrainian manufacturers. That is why we are in constant dialogue with business and consistently implementing the “Made in Ukraine” policy, expanding business support tools and working to improve conditions for investment and fair competition,” said Oleksiy Sobolev, Minister of Economy, Environment and Agriculture of Ukraine.
The Agreement also introduces updated pan-Euro-Mediterranean rules of origin of goods. This will allow Ukrainian manufacturers to use Turkish materials and components, while maintaining the preferential origin of products for further export to the European Union. Thus, Ukrainian enterprises will be able to more actively integrate into European and regional production chains.
Ratification of the Agreement is another step in the implementation of the state policy of export development and support for national manufacturers. In parallel, the Ministry of Economy continues to improve the instruments of the “Made in Ukraine” policy. In particular, regarding the stimulation of investments, modernization of production, development of the processing industry and the formation of equal competitive conditions for Ukrainian business. This will allow enterprises to fully use the opportunities opened up by the free trade zone with Turkey. (Economy Ministry)
