The Government has approved and submitted to the Verkhovna Rada of Ukraine the draft Law on the state budget of Ukraine for 2026. Within the purview of the Ministry of Economy, Environment and Agriculture, the draft budget ensures continued funding for programmes aimed at developing domestic production, the agricultural sector, and environmental protection.
In 2026, funding will be maintained for programmes united under the Made in Ukraine economic policy. These programmes focus on developing Ukrainian production, exports, and creating conditions for attracting investments, funded through both the state budget and non-budgetary sources. The 2026 draft budget allocates UAH 40 billion for “Made in Ukraine” programmes, including:
– The Affordable Loans at 5-7-9% programme – the most significant tool for supporting Ukrainian entrepreneurs – UAH 18 billion;
– The eOselia mortgage programme, aimed at developing the construction and related industries and providing Ukrainians with decent housing conditions – UAH 15 billion;
– Grants for developing processing industries and post-attack recovery;
– Support for industrial parks;
– Support for projects with significant investments;
– Compensation of 25% for purchasing Ukrainian agricultural machinery;
– Compensation of 15% for purchasing Ukrainian equipment and machinery;
– Microgrants for the Vlasna Sprava initiative.
For the first time in recent years, funds are allocated to support exports, including organising national Ukrainian stands at international exhibitions.
The draft budget also includes funding to establish the U.S-Ukraine Reconstruction Investment Fund (UAH 1.8 billion).
For agricultural programmes in 2026, the Government proposes allocating UAH 13.1 billion, including:
– Demining agricultural land and restoring its economic use – UAH 1 billion;
– Supporting irrigation development – UAH 197 million;
– Compensation for farmers affected by drought;
– Support for frontline regions (budget subsidies per hectare);
– Construction of vegetable and fruit storage facilities;
– Compensation for constructing commercial dairy farms;
– Development of agricultural insurance;
– Support for small-scale farmers.
For environmental protection, the 2026 draft budget allocates UAH 6.3 billion, including:
– Conservation of nature reserves and environmental measures – UAH 1.2 billion;
– Development of water management – UAH 2.5 billion;
– Development of the mineral resources base and launching geological exploration programmes – UAH 187 million;
– Environmental control – UAH 567 million;
– Forestry management, protection, and restoration – UAH 302 million.
“In 2026, we are placing special emphasis on environmental protection and the preservation of natural resources. UAH 6.3 billion will be allocated for environmental measures, water management development, forest restoration, and ecological control. At the same time, we are investing in geological exploration and the development of the mineral resources base to use the country’s resources not only sparingly but also efficiently, creating a foundation for modern agricultural and industrial policy,” said Oleksii Sobolev, Minister of Economy, Environment and Agriculture.
