Since the start of 2025, businesses have received 11,206 concessional loans under the Affordable Loans at 5-7-9% programme, totalling UAH 35.4 billion. Since the programme’s inception in February 2020, businesses have secured over 115,000 loans amounting to UAH 401.5 billion. Last week, Ukrainian entrepreneurs obtained 648 concessional loans worth UAH 1.8 billion.
“Since the launch of the Government’s Affordable Loans at 5-7-9% programme, Ukrainian businesses have received over 115,000 concessional loans totalling more than UAH 401 billion. Since 2024, the programme’s focus has shifted to supporting businesses operating in the real economy sector. The majority of recent concessional loans have been directed towards investments, expanding processing industries, and supporting enterprises operating in areas of heightened military risk,” said Andrii Teliupa, Deputy Minister of Economy of Ukraine.
Since the beginning of the year, businesses have received the following under the programme:
– UAH 8.7 billion for investment loans;
– UAH 7.5 billion for lending in high-risk war zones;
– UAH 6.8 billion for processing industries;
– UAH 5.7 billion for supporting sowing campaigns;
– UAH 5.7 billion for working capital replenishment.
The most frequently financed enterprises operate in processing industries, agriculture and wholesale and retail trade.
Among the regions, Lviv, Dnipropetrovsk, Kyiv, Odesa, Kharkiv, Vinnytsia and Poltava regions, as well as the city of Kyiv, lead in terms of the total value of concluded loan agreements.
Currently, 46 banks participate in the programme, with PrivatBank (53,600 loans), Oschadbank (17,700 loans) and Ukrgasbank (6,300 loans) issuing the highest number of loans since the programme’s start. (Government portal)
