The Government has approved the procedure and conditions for granting a subvention to the budget of Kharkiv for emergency repair work in the utilities sector. This was announced by Prime Minister Denys Shmyhal at a meeting of the Cabinet on February 7.
“The relevant decision will allocate UAH 1 billion to Kharkiv. The funds will help the city to carry out the most urgent works related to water and heat supply, as well as sewage,” said Denys Shmyhal.
He emphasised that the funds should be used until the end of the year.
“We are talking about the most important needs of the city here and now. These funds are part of our special assistance for the region,” the Prime Minister stressed, reminding that last year the Government allocated UAH 2.4 billion for Kharkiv region and about UAH 2 billion for Kharkiv to ensure proper preparation for the heating season.
In addition, the Government has adopted a resolution on the construction of water mains in Mykolaiv region.
“russian terrorists first destroyed the Dnipro-Mykolaiv water pipeline and then blew up the Kakhovka hydroelectric power plant, thus depriving the city of access to drinking water. On the instructions of the President of Ukraine, this year the Government is allocating UAH 8 billion for the construction of water mains in Mykolaiv region. Today we are approving the procedure for using these funds,” said Denys Shmyhal.
According to him, the project envisages the construction of three water intake sites from the Southern Bug River.
“We are making the necessary decisions to speed up the work and minimise the risk of late completion. The task for the responsible agencies is to complete the work as soon as possible so that Mykolaiv can once again have a stable water supply,” the Head of Government noted.
According to Denys Shmyhal, the Government pays considerable attention to financial and social support for the development of communities and regions. In particular, this year the resources of local budgets will increase by 15% compared to 2024.
“We are talking about a total amount of UAH 328 billion. The main increase will come from personal income tax revenues, as well as grants and subventions from the Government,” he stressed.
According to the Prime Minister, almost UAH 12 billion of additional education subvention will be transferred to pay the “teacher’s supplement”, UAH 36.5 billion of additional subsidies will be directed to support the de-occupied territories and more than UAH 12 billion will be allocated for various territorial development programmes.
“Communities will have enough funds to finance all their most urgent needs. In January, the Government already transferred UAH 12.5 billion to local budgets. Particular attention and support is paid to the de-occupied and frontline communities,” he said. (Government portal/Business World Magazine)
