Ukraine’s National Energy and Utilities Regulatory Commission (NEURC) has approved rules for restriction management and regulations for the distribution of interstate intersection capacity.
The rules that govern the distribution of interstate section capacity for exports and imports of electricity provide for the operation of an auction office, whose functions will be performed by the state-owned operator of Ukraine’s integrated power grids, Ukrenergo, according to the document, which was adopted at a meeting of the regulator on April 3. Access to an intersection may be obtained by purchasing a lot at an auction, whereas it will be possible to get it without bidding in certain cases.
It is noted that a decrease in transmission capacity is possible only in the case of emergency repairs of power lines, force majeure or at the request of a neighboring transmission system operator. If the capacity decreases, the auction office must notify market participants during the working day, as well as reimburse market participants who are subject to such restrictions.
