Every fourth multi-apartment building in Russia needs major repairs, and every tenth is emergency or dilapidated, reports the project “To Be Precise” with reference to the State Information System of Housing and Communal Services (GIS HCS).
As of the end of 2025, the system contained information on 950,000 buildings. An analysis of these data shows that about 239,000 buildings have a wear and tear of more than 40% and require major repairs. Safe use of such a building without repairs is impossible, noted the head of the workshop “Giprogorsprom” Alexander Levenkov.
A significant amount of dilapidated and emergency housing remains a problem. According to the GIS HCS, 9.3% of multi-apartment buildings — about 88 thousand buildings — have the status of dilapidated or emergency. Emergency buildings are recognized as those where there is a risk of collapse due to critical wear and tear, and dilapidated buildings are those with a high level of wear and tear that have not yet been recognized as emergency but require constant monitoring and repair.
The largest share of such buildings is recorded in the Arctic and northern regions — in Yakutia (46%), in the Arkhangelsk region (31%), in Komi and the Yamalo-Nenets Autonomous Okrug — 30% each. The lowest indicators of emergency housing are recorded in Moscow (0.23%), St. Petersburg (0.26%) and Tatarstan (1.4%) (The Moscow Times).
