The Cabinet of Ministers of Ukraine has established clear rules for using funds from the State Fund for Water Management Development, as well as budget funds aimed at protecting against the harmful effects of water and ensuring centralized water supply in rural settlements that use imported water. The corresponding resolution “Some issues of using funds in the fields of water resources management and hydrotechnical land reclamation” was adopted on May 6.
The document provides for the approval of:
– The procedure for using funds provided for in the state budget for protecting against the harmful effects of water in rural settlements and agricultural lands and providing rural settlements with centralized water supply as a priority;
– Procedure for using the funds of the State Water Development Fund.
The need to adopt the resolution is due to the implementation of the reform of water resources management and hydrotechnical land reclamation and changes in budget legislation. In accordance with the Budget Code of Ukraine, the funds of the State Water Development Fund are directed to the modernization of infrastructure, construction and reconstruction of land reclamation systems, protection against flooding, as well as the development of centralized water supply in communities that use imported water.
At the same time, the document takes into account the new institutional model in the field of land reclamation. In particular, the division of powers between state bodies regarding the development of land reclamation systems.
“The adopted resolution provides a transparent and understandable mechanism for using funds in the field of water resources. This will allow the implementation of projects to modernize the hydrotechnical infrastructure, which in turn will contribute to achieving water and environmental goals and reducing technological losses of water resources, as well as focusing funds on completing the construction of flood protection facilities and long-term projects for centralized water supply,” said Deputy Minister of Economy, Environment and Agriculture of Ukraine Iryna Ovcharenko.
The implementation of the resolution will contribute to the rational use of water resources, transparency of financing and acceleration of the restoration and development of Ukraine’s water infrastructure, as well as strengthening the competitiveness of the Ukrainian agricultural sector.
