Over 350 representatives of state architectural and construction control bodies and local self-government bodies were trained in using the Transparent Construction mobile application. The training took place during a practical on-site inspection of construction sites that are being prepared for commissioning.
The training was organized by the State Enterprise “Administrator of the Urban-Planning Cadastre at the State Level” (AMBKD) with the participation of specialists from the State Inspectorate for Architecture and Urban Planning of Ukraine (DIAM).
From April 1, the use of the Transparent Construction mobile application during on-site inspections of construction sites will become mandatory. The application will be used during inspections conducted to accept completed construction sites into operation.
During the training, participants were introduced to:
– The procedure for working in the mobile application during an inspection for the acceptance of objects into operation;
– The formation of a checklist based on the results of an on-site inspection;
– Working with data transmitted from the mobile application to the Unified State Electronic System in the Construction Sector (USESCS);
– The features of photo and video recording during inspections;
– Practical aspects of using the application’s functionality.
Special attention was paid to organizational and technical issues of preparation for the implementation of the service, in particular, the requirements for mobile devices for the stable operation of state digital services.
Until April 1, state architectural and construction control bodies must ensure the possibility of forming checklists and conducting photo and video recording during on-site inspections through the USESCS, in particular using the mobile application “Transparent Construction”.
The mobile application “Transparent Construction” was created to digitize on-site inspections of construction sites before they are put into operation. It automates technical inspections, the creation of checklists, and photo and video recording, and all data is immediately transmitted to the Unified State Electronic System in the Construction Sector. This increases the transparency of inspections and minimizes the impact of the human factor. (Development Ministry)
