Communities will receive UAH 740.3 million to implement 119 recovery projects in communities, with the support of the European Investment Bank. The Government approved the distribution of subventions for local budgets. This is the next stage of financing within the framework of the Recovery Program of Ukraine III. The funds will be directed to the restoration of social and critical infrastructure, including for regions affected by the war.
“We direct the resource to where it gives the most tangible result for people. These are specific projects that will help communities restore important facilities and provide basic services to people. This is the restoration or construction of hospitals, critical infrastructure facilities, and strengthening the energy resilience of communities. Support must reach communities in a timely and targeted manner, especially where the consequences of the war are felt most acutely,” emphasized Oleksiy Kuleba, Deputy Prime Minister for Reconstruction – Minister of Community and Territorial Development of Ukraine.
In total, the program provides for financing 119 projects, including:
– 21 – in the field of healthcare;
– 63 – water supply and wastewater facilities;
– 35 – projects to increase the energy sustainability of communities.
5 projects are being implemented in Vinnytsia region, 4 in Dnipropetrovsk region, 4 in Zhytomyr region, 8 in Zakarpattia region, 5 in Zaporizhzhia region, 2 in Ivano-Frankivsk region, 7 in Kyiv region, 7 in Kirovohrad region, 7 in Lviv region, 7 in Mykolaiv region, 4 in Odesa region, 5 in Poltava region, 5 in Rivne region, 4 in Sumy region, 9 in Ternopil region, 3 in Kharkiv region, 10 in Kherson region, 3 in Khmelnytsky region, 7 in Cherkasy region, 7 in Chernivtsi region, 4 in Chernihiv region.
These projects were selected by the Ministry of Development and Rural Development in 2025 through an open competition of projects in the DREAM system. Communities submitted applications, underwent evaluation, and the commission – with the participation of representatives of ministries and the public – considered them online in a transparent manner.
