Ensuring sustainable communication with European countries is not only a matter of logistics, but also a matter of economic sustainability and European integration of Ukraine.
The Restoration Agency has 28 checkpoints on its balance sheet. It is developing large and modernizing “small” checkpoints. During 2025, it focused on the strategic development of checkpoints, combining modernization with the principles of economic feasibility.
In 2025, the checkpoint on the border with Hungary “Velyka Palad – Nagygodosh” was built. This relieved other checkpoints and became an additional route for 200 cars and 600 pedestrians per day. The construction of a service area near the checkpoint “Reni – Giurgiulesti” (Odesa region) was also completed.
The construction of a new checkpoint with Romania “Bila Tserkva – Sighetu – Marmatiei” is underway, as well as the first stage of the reconstruction of the checkpoint “Porubne – Siret” (construction of additional lanes of the cargo terminal with 4 lanes up to 5 tons, 50 meters long) in Chernivtsi region.
In 2025, modular solutions were actively introduced at “small” checkpoints. A modular solution is a full-fledged infrastructure facility that is built 5-6 times cheaper than a capital one, but provides the same functions: sanitary zones, engineering networks, personnel facilities, accessibility. It meets the requirements of future accession to the EU, including the standards of the Schengen Code. After Ukraine’s accession to the EU, the modules can be transferred to the State Emergency Service or military units as field offices or temporary humanitarian points.
The agency is updating 10 facilities using mobile structures.
The average throughput of each such point is up to 190 vehicles per day.
The cost of modernization of one facility is 20-25 million UAH, which is many times cheaper than capital construction.
These checkpoints provide for:
– Installation of modern mobile offices and waiting areas;
– Laying of all necessary communications and arrangement of the territory;
– Ensuring proper sanitary conditions;
– Implementation of inclusive solutions for low-mobility population groups.
Ukraine plans to join the EU, which is why modular solutions are appropriate: quick provision of comfort without unnecessary budget costs.
In 2025, Ukraine participated in the Connecting Europe Facility (CEF) program of the European Union. This is the integration of our transport network into the trans-European TEN-T system. With the support of CEF, projects for the reconstruction of access roads and the renewal of equipment at checkpoints are being co-financed. Participation in CEF allows attracting non-repayable financial assistance (up to 50% of the cost of projects) for development, which makes export route to the EU faster and cheaper.
In 2026, a new construction of the Bronnytsia – Ungur checkpoint is planned. This is Vinnytsia region. The actual reconstruction of the checkpoint is carried out according to a temporary scheme. The agency also plans to complete the overhaul of the Maly Berezny – Ublya checkpoint (Transcarpathia), which began to be renovated in 2025.
In addition, during the year the agency plans to carry out overhauls and reconstruction of 4 checkpoints in the Transcarpathian region, reconstruct “Reni – Dzhurdzhulesht” in the Odesa region and build the first stage of the service zone near the “Yagodyn – Dorohusk” checkpoint in the Volyn region.
