First Deputy Prime Minister and Minister of Economy of Ukraine Yuliia Svyrydenko and Secretary General of the European Mortgage Federation – European Covered Bond Council (EMF-ECBC) Luca Bertalot have signed a Letter of Intent to establish an Advisory Council on the development of housing financing in Ukraine. The signing of the Letter of Intent was announced during the 36th plenary session of the European Covered Bond Council (ECBC) by Deputy Minister of Economy Andriy Teliupa.
The document envisages cooperation between the parties in developing reforms and recommendations for effective financial instruments in the field of housing policy. The goal is to implement European practices, mobilize investments, and establish a dialogue between government agencies, international institutions, the expert community and market participants.
“The recovery of the housing sector is an important element for bringing people back home, creating new jobs, attracting investment and developing the economy. For this recovery, we need effective financial solutions. That is why signing the Letter of Intent with the European Mortgage Federation is an important step. This will allow us to scale up affordable housing programs and make them even more effective in the long run,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.
Under the agreement, the Ministry of Economy will moderate the process of establishing the Advisory Board, while the EMF will provide expert and analytical support and facilitate the involvement of international partners. The parties also agreed to hold regular consultations on the format, composition and rules of procedure of the board.

As part of this effort, the Advisory Council we have established with the Ministry of Economy is a powerful platform for coordinating joint actions and aligning market mechanisms with national priorities.
