In 2024, the Ministry of Health and the World Bank continued implementing the joint Health Enhancement and Lifesaving (HEAL) Ukraine Project. The project is aimed at restoring and improving access to essential healthcare services for Ukrainians, meeting new and urgent healthcare needs, providing financial protection in emergency situations, etc.
Due to the high level of implementation of the Performance Based Conditions (PBC), over $236 million was attracted to the general fund of the state budget of Ukraine in 2024. In particular, the following results were achieved in terms of performance indicators:
– About 540,000 people received mental healthcare;
– About 520,000 people underwent rehabilitation;
– More than 5.5 million people received doses of basic childhood vaccinations;
– More than 7.2 million people underwent extended primary medical examinations;
– More than 5 million people received discounted medicines under the Affordable Medicines programme;
– More than 3,900 primary healthcare workers were trained to provide assistance to survivors of gender-based violence.
The project procured and delivered 75 electric vehicles and 175 diesel off-road vehicles, which were transferred to primary healthcare centres across the country in accordance with the current needs of the regions.
This year, more than 3,000 units of rehabilitation equipment worth over UAH 160 million were purchased, including:
– Step platforms;
– Rehabilitation treadmills;
– Uneven bars to restore walking skills with obstacles;
– Universal stairs for training to walk on an inclined surface;
– Rehabilitation tables for therapy;
– Balancing cushions, etc.
The equipment is supplied to 194 healthcare facilities in 22 regions of Ukraine. The equipment will enable patients with various diseases, injuries or congenital disorders to undergo specialised treatment and rehabilitation.
In addition, the HEAL Ukraine project continues to support the energy independence of primary healthcare facilities in the face of systematic shelling of energy infrastructure by russia. Thus, photovoltaic power plants consisting of solar panels, inverters and batteries are being installed for 130 primary healthcare facilities. This will help ensure that patients have uninterrupted access to essential medical services.
In addition, more than 1,500 modern laptops, more than 200 units of network and server IT equipment, etc. were purchased and transferred to healthcare institutions and facilities.
Also, as part of the HEAL Ukraine investment component, the construction of the medical building of the Irpin Central City Hospital and the restoration of the outpatient clinic of the Bobrovytsia Primary Health Care Centre are underway. Major repairs of the buildings of the Koziatyn and No. 4 Vinnytsia primary health care centres are in progress, as well as the overhaul of the premises of the outpatient department of the Nosivka F. Y. Prymak City Hospital. Design and estimate documentation is being developed for the reconstruction of the medical building No. 1 of the Ukrainian State Medical and Social Centre for War Veterans in the village of Tsybli, Kyiv region.
In addition, in 2024, preparations were made to hold tenders for the construction and reconstruction of important medical facilities in various regions of Ukraine. The works will continue in 2025.
As a reminder, the HEAL Ukraine project includes the following components:
– Addressing new and urgent mental health and rehabilitation needs;
– Further improvement and strengthening of primary healthcare;
– Restoration and modernisation of hospital care in line with the reforms;
– Support for capacity building, digitalisation and innovation.
