A new mechanism of invoicing the renewable energy will be enforced in Moldova from January 1, 2024. In this respect, the Cabinet of Ministers, at a proposal by the Energy Ministry, on September 20 approved amendments to the law on the promotion of the use of energy from renewable sources.
One of the novelties of the legislative initiative is the transition from the net metering to the net invoicing; this is a needed step, in order to make the current renewable energy system fairer, tidier, non-discriminatory, to which as many citizens as possible should have access. The last months’ tendency shows that there is an increased interest in the photovoltaic installations, – an investments, which is compensated quicker, unlike other technologies and in the conditions of the present prices, it is recovered twice quicker than before the energy crisis and the starting of the war in Ukraine.
Also, under the document, the owners of apartments from multi-storied blocks will be able to set renewable energy parks for their own consumption. They will be able to be placed at another address than the consumption place, provided that both addresses are in the area of the same provider.
The draft is set to solve the problems, which hinder the development of the renewable energy sector both for the component of electric energy, use of renewable energy in transports and for the development of the heating and cooling sector. At the same time, the draft is set to stimulate the investments in the green energy.
Also, following the changes formulated, the Cabinet is to announce tenders for big wind and photovoltaic parks; in all, the power set in the case of wind parks is of 105 MW and of 60 MW for photovoltaic panels. The parks are to be set till 2025.
Moldova established as national target the fact that not less than 30% of the electric energy consumed should be from renewable sources until 2030. Presently, the renewable energy accounts for 6% of all energy consumed.
The document approved was widely consulted with the business environment and other sides interested and its adoption would allow receiving foreign financing. (Moldpres/Business World Magazine)
