The status of the utilization of funds from the reserve fund of the state budget for the liquidation of the consequences of hostilities and the restoration of the infrastructure of populated areas was discussed during a conference call chaired by Prime Minister Denys Shmygal with the heads of regional military administrations.
The meeting also gathered together Minister for Communities and Territories Development Oleksii Chernyshov, Minister of Energy German Galushchenko, Minister of Social Policy Oksana Zholnovych, Minister of Ecology and Natural Resources Roman Strilets and Deputy Head of the Office of the President Kyrylo Tymoshenko.
The Prime Minister announced that the day before the Government allocated another resource worth UAH 370 million for the restoration of the infrastructure of the de-occupied regions. In particular, UAH 70 million for the restoration of the Kharkiv CHP-3 and UAH 300 million for the elimination of the consequences of hostilities and the reconstruction of objects in the Kyiv region.
“In general, as of today, the Government has allocated more than UAH 4 billion for quick and critically needed recovery. Of these, UAH 2.7 billion is direct financing of regions and cities. UAH 1.4 billion are funds for the purchase of construction materials be used in the regions for the restoration of facilities,” Denys Shmyhal said.
The Minister for Communities and Territories Development Oleksii Chernyshov noted, the total number of objects in the de-occupied regions that needed to be restored had already reached almost 51,000. Of those, 43,000 are housing stock objects.
The participants of the meeting, in particular, discussed attracting funds from international partners for the reconstruction of damaged infrastructure. According to the Ministry for Communities and Territories Development, the funds of development partners currently cover the restoration of 6,000 objects. Meanwhile, the total amount of utilized funds allocated from the reserve fund of the state budget is 57%.
Denys Shmyhal called on the heads of regional administrations to use subvention funds quickly and effectively, eliminating the consequences of russian aggression. The Prime Minister also announced that the Government was working with the Verkhovna Rada to increase the volume of the reserve fund of the state budget by UAH 3 billion: “We expect that shortly we will receive additional opportunities to promptly respond to the demands of the regions.”
In addition, during the meeting, there was presented the Rapid Damage and Needs Assessment Report (RDNA), which was developed by the World Bank together with experts from the European Commission and the Cabinet of Ministers. As of June 1, the need for recovery funds is $349 billion, according to the report. (Government portal/Business World Magazine)
