The repair of the hydropower plants in Kyrgyzstan is dragged on due to the disagreements among the tender participants. Electric Stations OJSC reported.
The company said that a tender for a total cost of 43.5 million soms was announced for the repair of equipment at Toktogul, Shamaldysay, Uch-Kurgan, At-Bashi HPPs.
Applications were submitted by three companies. The lowest cost was offered by the Russian company Hydroremont VKK. It intended to attract a subcontractor, but the latter did not meet the requirements. In this connection, the tender commission rejected the application and awarded the victory to the next company – Narynspetsgidroenergomontazh OJSC.
Hydroremont VKK disagreed with the decision and filed a complaint to an independent commission that canceled the decision of the tender commission and awarded the victory to the Russian company.
Since May 29, procurement procedures have been suspended as Narynspetsgidroenergomontazh filed a counter-claim to an independent commission. However, its decision can be appealed only in court.
At the same time, the energy specialists note that the repairs were to start in May. (24.kg/Business World Magazine)
