Belarus-based manufacturers of alcoholic beverages and beer are free to choose when to pay excise taxes to the state budget: after they ship goods to consumers, or after they receive payment for the goods shipped. Belarus’ head of state has adopted an ordinance to sustain the current practice in 2017-2018.
Other Belarusian manufacturers are supposed to excise taxes after they ship goods to consumers or wholesalers.
Hence, Belarusian producers of alcoholic beverages and beer enjoy the privilege of late payment of excise taxes after receiving sales proceeds. The practice was first introduced in 2014 for the 2015-2016 period. (Prime-TASS/Business World Magazine)
