Transneft Siberia held an emergency response drill to verify readiness for, and to train employees in actions in case of containment of an emergency oil spill to water surface in summer.
The drills were held in the underwater crossing over three oil trunk pipelines via the Duvan River in Tyumen Region.
Emergency line maintenance divisions (ELMDs) of Tyuman oil trunk pipeline department and the Specialized Department for Emergency Prevention and Response (SDEPR) were involved in the event. The emergency oil spill clean-up devices were applied at three landmarks. The total of 51 employees and 15 equipment units were used in the drills.
According to the emergency drill scenario, the emergency pressure drop below the permissible limit was recorded near the underwater crossing over the Duvan River, in Nizhnevartovsk – Kurgan – Kuybyshev oil trunk pipeline. The dispatcher of Tyumen petroleum product pumping station (NPPS) alerted the dispatcher of the Tyumen-based control center, heads of business units of Tyumen OTPD, SDEPR, and the fire unit.
The patrol group set up of LODS employees of Tyumen PPPS to identify the oil emergence point, to specify the nature and scope of damage was sent to the simulated emergency site. For the spill containment, a column of SDEPR emergency recovery section arrived at landmark No. 1 at the expected time, the team of Tyumen PPS ELMD – to landmark No. 2, and the team of ELMD of Isetskoye line operation dispatcher station – at landmark No. 3.
The river is 76 meters wide and 1.7 meters deep in “spill” containment sites. For full containment of the simulated spill, 850 m of river-bed and 290 m of coastal booms were installed; oil skimmers and sorbents were used. The simulated oil spill was contained in fixed time limits. The absence of pollutants beyond booms was confirmed by the Environmental Safety and Rational Nature Management Section of Tyumen OTPD.
