Ukraine’s state budget has received EUR 2.8 billion from the European Union under the Ukraine Facility financial instrument.
This is a regular tranche provided under Pillar I of the programme and will be directed toward financing priority state budget expenditures, particularly social and humanitarian needs.
The Ukraine Facility is an unprecedented EU support programme for Ukraine worth approximately EUR 50 billion over the period 2024-2027. Since its launch, Ukraine has already attracted more than EUR 29.5 billion in budget support under the instrument, including over EUR 10.6 billion in 2025 alone.
To receive the seventh regular tranche, Ukraine successfully met 11 indicators under the Ukraine Plan, covering reforms in public administration, economic policy, energy, digitalization, and the rule of law.
In addition, Ukraine completed several requirements ahead of schedule, including two indicators envisaged for the eighth tranche and another two for the ninth tranche. Under the updated methodology adopted by the European Commission, Ukraine will, for the first time, receive additional compensation for the early implementation of reform commitments.
As of the end of May, Ukraine had completed 86 measures under the Ukraine Plan, while another 65 were at various stages of implementation. The Government continues to systematically advance reforms aimed at strengthening economic resilience, supporting recovery efforts, and advancing Ukraine’s path toward European Union membership.
“Support under the Ukraine Facility remains one of the key instruments for maintaining Ukraine’s macro-financial stability and financing critical budget expenditures amid the full-scale war. The consistent implementation of the Ukraine Plan demonstrates our commitment to the reforms necessary for the country’s recovery, economic development, and further integration into the European Union,” said Ukraine’s Minister of Finance Sergii Marchenko.
The European Union remains Ukraine’s largest partner in providing budget support. Since the beginning of russia’s full-scale invasion, the EU has provided EUR 73.5 billion in financial assistance to Ukraine. (Government portal)
