UAH 3 billion from the state budget reserve fund has been allocated for the implementation of comprehensive regional and city resilience plans. The funds are intended for the development of distributed heat generation, including the procurement of modular boiler houses and related equipment, as well as installation and construction works.
The funding will be directed to the State Agency for Restoration and Infrastructure Development for projects in Kyiv, as well as to regional military administrations:
– UAH 966 million to the State Agency for Restoration and Infrastructure Development for Kyiv;
– More than UAH 2 billion for regional military administrations.
“Communities are actively preparing for the next heating season amid the constant risks posed by russia to critical infrastructure. The state is directing resources towards the development of distributed generation, the installation of modular boiler houses and backup heat supply sources. These decisions will strengthen the resilience of essential service systems and ensure the provision of basic services to people under crisis scenarios,” said Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development Oleksii Kuleba.
The resilience plans include measures for the engineering and technical protection of critical infrastructure, the development of backup power supply, and the decentralisation of heat and electricity generation amid ongoing russian attacks.
The financing needs for these measures were formed on the basis of proposals submitted to the Ministry for Communities and Territories Development by the regions. The implementation of these decisions will enable communities to accelerate winter preparedness measures and strengthen the resilience of essential service systems across the regions.
