Representatives of the Ministry of Economy, Environment and Agriculture of Ukraine and the German state development bank KfW discussed possible approaches to the development of the housing financing system in Ukraine.
The meeting was attended by Deputy Minister of Economy, Environment and Agriculture of Ukraine Vitaliy Petruk and Advisor to the Minister Andriy Telyupa. The German side was represented by the Head of the KfW Representative Office in Ukraine Lorenz Gessner and Jens Busma, Head of the Economic Cooperation Department and Representative of BMZ at the German Embassy.
The Ministry of Economy considers the model of a single housing financing platform as one of the promising options for developing the system. Such a model can combine state housing programs, donor resources and market financing.
“Ukraine needs a housing policy with stable financing for years to come. Affordable mortgages, rental housing, and support for IDPs should develop as parts of a single long-term system. We are studying international experience and see the model of a single housing financing platform as one of the most promising options for Ukraine. A single approach will help plan programs, combine budget, donor, and market funds, and provide international partners with a clear framework for working in the housing sector,” said Vitaliy Petruk, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
The meeting participants also discussed the project of transferring the State Fund for Promoting Youth Housing Construction to the Ministry of Economy. The ministry noted that this step is planned as the first stage of building a single housing financing platform. Such an approach should more clearly distribute roles between operators of state programs and at the same time preserve the current areas of their work.
The Ministry of Economy also emphasized that existing housing programs, international agreements and obligations to partners will continue to operate. This applies, in particular, to programs to support internally displaced persons, which Ukraine implements with the participation of KfW.
The parties agreed to continue consultations with the involvement of international partners. (Economy Ministry)
