The Ministry of Economy, Environment, and Agriculture of Ukraine presented the main provisions of the draft Law of Ukraine “On the Implementation of European Union Legislation in the Field of Sanitary and Phytosanitary Measures” at a meeting of the Verkhovna Rada Committee on Agrarian and Land Policy.
The document aims to bring national legislation into line with EU standards in the field of food safety, veterinary and phytosanitary policy. The need for such changes was noted, in particular, by the European Commission following the results of an official screening and in its report on Ukraine’s progress for 2025.
The bill provides for a comprehensive update of regulations on food safety, feed, animal health and welfare, materials in contact with food, as well as state control and circulation of GMOs. It is proposed to harmonize the terminology and procedures for the authorization of food additives and novel foods, introduce an open state register, and strengthen requirements for traceability and risk management in the food chain.
A separate block of changes concerns the improvement of state control, the introduction of risk-based approaches, the updating of biosafety rules in animal husbandry, consumer information requirements, and the regulation of animal by-products in line with EU practices.
“The implementation of EU legislation in the field of sanitary and phytosanitary measures is one of the key steps on the path to Ukraine’s full membership in the European Union. The presented draft law will eliminate systemic inconsistencies, increase the level of consumer protection, and create clear rules for businesses operating in the agricultural and food markets,” said Taras Vysotskyi, Deputy Minister of Economy, Environment, and Agriculture of Ukraine.
The Ministry of Economy, Environment and Agriculture emphasizes that the adoption of the document will contribute to Ukraine’s fulfillment of its obligations as a candidate country for EU membership and accelerate the accession negotiation process. (Government portal)
