The Russian Central Bank announced on Friday that it has extended restrictions on withdrawing foreign currency from bank accounts for another six months, until September 9, 2026, due to ongoing Western sanctions. The regulator has been extending the restrictions every six months since the spring of 2022, as sanctions against Russia remain in place, prohibiting domestic financial institutions from purchasing cash currency from Western countries. As before, only citizens whose foreign currency account or deposit was opened before March 9, 2022, can withdraw currency, but not more than $10,000 or an equivalent amount in euros, provided they have not previously exercised this option. Russians can only receive the remaining funds from foreign currency deposits in rubles. Foreign currency transfers without opening an account and via electronic wallets are issued in rubles. For non-resident legal entities, the issuance of cash in US dollars, euros, pounds sterling, or Japanese yen is not permitted until September 9, 2026. There are no restrictions on other currencies.
