A meeting between the Ministry of Development and representatives of the European Investment Bank was held, which was dedicated to discussing the current status of the portfolio of projects implemented with its support. On behalf of the Ministry of Development, the meeting was held by Deputy Minister Maryna Denysiuk, and Deputy Head of the Recovery Agency Ivan Lukerya also joined.
The main focus of the meeting was to strengthen the resilience of the energy system and provide communities with stable heat and energy supplies despite the constant attacks of the Russian Federation on critical infrastructure.
In particular, in continuation of the meeting of the Deputy Prime Minister for Recovery – Minister of Community and Territorial Development of Ukraine Oleksiy Kuleba with the Head of the Investment Department for Ukraine of the European Investment Bank (EIB) Matteo Rivellini, the parties discussed in detail the mechanisms for the rapid redistribution of available resources within the framework of the Municipal Infrastructure Development Program of Ukraine (UMIP) and the use of rapid procedures for the procurement of energy equipment for heat supply.
“Our priority is not only to attract funds, but also to ensure their rapid and effective use. We are grateful to the EIB for its readiness to provide technical support and flexibility. Our common task for this year is to demonstrate real results in critically important areas: from energy independence of communities to providing housing for those who need it most. And this is our common task,” said Deputy Minister Maryna Denysiuk.
The portfolio of the Ministry of Development with the support of the EIB currently includes about 20 projects with a total value of 2.7 billion euros. At the meeting, the parties also reviewed the status of implementation of current projects in the transport and housing sectors and discussed technical issues related to preparations for signing future agreements.
This year, approximately six projects with the EIB are expected to be signed within the framework of the Ukraine Investment Framework (UIF), which are aimed at developing and modernizing transport infrastructure, housing rehabilitation, energy efficiency and shelter for social infrastructure.
In particular, they discussed the issue of allocating additional funds through the EU4U Fund for the modernization of transport infrastructure. These resources will become an additional source of financing outside the Ukraine Facility, which will allow covering the deficit in critical infrastructure areas.
Special attention was paid to accelerating payments and passing all approvals for already active projects in the field of municipal infrastructure and transport.
The meeting also discussed the new private fund, the European Flagship Fund for the Reconstruction of Ukraine, co-founded by the EIB, and the possibility of expanding financing for projects implemented through public-private partnerships in the field of municipal infrastructure and transport.
