The revenues to the federal budget from the Federal Customs Service decreased by 20% in 2025, according to the department’s data. As reported by “Interfax”, the FCS transferred 5.965 trillion rubles to the treasury last year – the lowest amount since 2020.
In 2024, customs duties reached 7.349 trillion rubles and decreased by 1.4 trillion in monetary terms. A year earlier, the FCS transferred 6.6 trillion rubles to the budget, and in 2022 – 6.2 trillion rubles.
Initially, the Ministry of Finance had budgeted an increase in customs duties to 8 trillion rubles for 2025. However, the FCS failed to meet the planned target.
The significant decline in budget revenues from foreign economic activity is due to lower export and import volumes due to falling commodity prices and the imposition of restrictive measures, notes analyst at the Center for Macroeconomic Analysis and Forecasting (CMACP) Emil Ablayev (The Moscow Times).
