Minister of Defence Denys Shmyhal, alongside Prime Minister Yulia Svyrydenko and government representatives, presented the Draft Government Action Plan.
“Security and defence are among the top priorities. President of Ukraine Volodymyr Zelenskyy has set clear tasks in this area, which we will consistently implement,” stated Denys Shmyhal.
Key priorities:
– At least 50% of funds for armaments must go to Ukrainian manufacturers. According to the head of the Ministry of Defence, the department is encouraging production development and implementing relevant mechanisms, including Build with Ukraine, Build in Ukraine, and the “Danish model”;
– Continued strengthening of international support, including through engagement with partners via new instruments such as PURL and SAFE. Notably, 18 countries have already joined the SAFE initiative, worth EUR 150 billion, enabling joint participation with Ukraine in weapons procurement projects;
– Enhanced efforts to provide the Armed Forces of Ukraine with all necessary resources. Following the Ministry of Defence’s proposal, the Government adopted a resolution allowing military units to procure used pick-up trucks, quad bikes, and motorcycles through a simplified procedure. The funding formula for brigades has been increased, enabling them to directly purchase needed equipment;
– Digitalisation of military processes to streamline interactions between the state, manufacturers, and defenders. The DOT-Chain supply management system – a marketplace for the Armed Forces – has been fully launched, allowing military units to order and receive essential supplies within days. As Denys Shmyhal noted, 1,000 drones were delivered to soldiers in the system’s first two weeks. Additionally, preparations are underway for the launch of Defence City, an ecosystem to support critical defence industry producers.
