Since the beginning of 2025, businesses have received 7,325 soft loans under the Affordable Loans at 5-7-9% programme totalling UAH 23.8 billion. Almost a quarter of this amount – UAH 5.6 billion – was attracted by regions classified as high military risk areas. In total, since the programme was launched in February 2020, Ukrainian businesses have received about 112,000 loans worth UAH 390 billion.
“In 2025, the Affordable Loans at 5-7-9% programme significantly increased its pace: the average monthly lending volume increased by more than a quarter compared to previous years, and doubled in regions with a high military risk,” said Deputy Minister of Economy Andrii Teliupa. “It is significant that half of the leaders in terms of loans received are from these regions. Businesses are investing in production and recovery, creating jobs and strengthening the country’s economic resilience even in the most difficult conditions.”
The largest volumes of loans under the programme are in Kyiv. The top ten also includes five of the nine regions that are classified as high military risk areas – Dnipropetrovsk, Kyiv, Odesa, Kharkiv and Chernihiv regions.
Top 10 regions by lending volume since the start of the Affordable Loans at 5-7-9% programme:

– Lviv region – UAH 31.7 billion;
– Dnipropetrovsk region – UAH 29.3 billion;
– Kyiv region – UAH 25.7 billion;
– Odesa region – UAH 25.4 billion;
– Kharkiv region – UAH 25.2 billion;
– Vinnytsia region – UAH 21.6 billion;
– Poltava region – UAH 18 billion;
– Cherkasy region – UAH 16 billion;
– Chernihiv region – UAH 16 billion.
The most frequently lent companies are those operating in the processing industry, agriculture, wholesale and retail trade.
Currently, 46 banks participate in the programme. The following banks have disbursed the largest number of loans since the programme began: Privatbank – 51,600, Oschadbank – 17,200 and Ukrgasbank – 6,100. (Government portal)
