Uzbek President Shavkat Mirziyoyev at a meeting on the issues of construction progress noted that the majority of the normative acts, town planning regulations and construction norms applied in the country needed renewal, the press service of the Uzbek president reported.
Mirziyoyev said that during the fulfillment of the instructions on bringing these norms and rules into line with modern requirements, concrete results were not achieved.
The Uzbek president criticized the activities of the State Committee for Architecture and Construction, noting that the committee showed idleness in reforming this sphere.
The president also stressed that in the rating announced by the World Bank, Uzbekistan took the 135th position on allocation of land plots and obtaining a building permit: this operation takes an average of 246 days, which is yet another proof of the need to speed up reforms in the construction sector.
The program for updating the town planning documentation for 2011-2018 has been implemented only by 30-40%, that is, out of 1,200 cities and settlements, there are master plans only in 207 (17 %) of them.
At the meeting, the president criticized the work of project institutes, idle introduction of advanced foreign experience in their activity.
It was also noted that the level of training of specialists in the field of construction and design did not meet modern requirements.
It was emphasized that no professional construction and contracting organizations had formed yet in Uzbekistan, and the existing material and technical base and financial resources did not allow meeting the needs of the increasing volumes of construction work.
The State Committee for Architecture and Construction was instructed to work out a program for renewal and optimization of town planning and construction rules in two months together with the relevant ministries and departments.
It was also tasked to prepare and submit a new three-year program for the development and approval of master plans for settlements to the Uzbek government for approval.
The government was instructed to develop and approve a draft government decree on optimizing and ensuring transparency of the existing standards for allocating land, designing and performing construction work in two months’ period.
At the meeting, it was entrusted to ensure high-quality and timely construction of multi-storey houses at affordable prices in Uzbek cities and standard houses in the country’s rural areas. (Trend/Business World Magazine)
