In 2025, the volume of construction work in Ukraine exceeded UAH 258 billion. This is 17% more than in 2024, and more than in the record 2021. This is evidenced by an analysis of the main indicators of the construction industry of Ukraine for 2015-2025 and the first quarter of this year. The analysis was prepared by the Ministry of Development of Communities and Territories of Ukraine based on data from the State Statistics Service and the Unified State Electronic System in the field of construction.
“The results of the study show that after a sharp decline in 2022, the construction industry is not only recovering, but according to a number of key indicators it has already exceeded the level before 2022. Construction remains one of the key sectors of the Ukrainian economy. The industry provides hundreds of thousands of jobs, stimulates the development of related industries, attracts investments and is the basis for the restoration of housing, social and other infrastructure,” said Deputy Minister Natalia Kozlovska.
After a more than twofold reduction in the volume of construction work in 2022 – to almost UAH 115 billion – construction is demonstrating a confident recovery. In 2025, the total volume of completed construction work became the highest indicator since 2015. In fact, the industry fully compensated for the losses caused by the beginning of full-scale Russian aggression.
The growth driver was non-residential construction, with the non-residential building segment demonstrating the highest rates of development.
In 2025, the volume of such construction amounted to over UAH 86 billion compared to almost UAH 58 billion a year earlier. The growth of almost 50% indicates the active construction of production and logistics complexes, warehouses, hospitals, schools, administrative buildings and other facilities necessary for the recovery of the economy and communities.
The construction of engineering structures also continues to grow steadily. In 2025, infrastructure facilities accounted for UAH 137.5 billion of completed works, which is UAH 17 billion more than in 2024.
The housing sector also demonstrates positive dynamics. In 2025, the volume of residential construction amounted to over UAH 34 billion, up by almost 30% YoY. At the same time, this segment has not yet reached the record level of 2021, and housing construction has significant potential for further development.
The first quarter of 2026 confirms the positive trend and indicates that the growing dynamics are not temporary. Thus, in the first quarter, the total volume of construction work was 15.5% higher than in the same period last year.
Growth was recorded in almost all segments:
– Buildings – UAH 20.0 billion (+11%);
– Residential construction – UAH 6.2 billion (+7%);
– Non-residential construction – UAH 13.8 billion (+12%);
– Engineering structures – UAH 20.2 billion (+20%).
This is the best result of the first quarter for the entire observation period since 2015.
“Despite the positive dynamics, we see that the potential of the construction industry is much greater. Today, the development of the industry is hampered by a number of factors: security risks, a shortage of qualified personnel, limited access to financing, as well as the need to further simplify regulatory procedures. That is why the Ministry, together with the business and professional community, is working to eliminate these barriers. Our task is to create conditions under which the construction industry can develop faster, attract more investment and fully realize its potential,” the Deputy Minister noted.
According to the results of the first quarter of 2026, almost 30 thousand apartments were commissioned in Ukraine, while over 28 thousand were commissioned in the same period last year. This is the best indicator of the beginning of the year in the last five years.
The total area of housing commissioned in January-March was 2.2 million sq. m, which practically corresponds to the result for the first three months of 2025 and almost reached the level of 2021.
After a sharp decline over the same period in 2022, when only 1.2 million sq. m were commissioned, housing construction is demonstrating a steady recovery.
At the same time, the number of apartments whose construction began in the first quarter of 2026 remains at a high level and exceeds the indicators of the same period in 2023-2024. This indicates that developers are not only completing previously started facilities, but also launching new projects.
Non-residential construction demonstrates a similar trend. In the first quarter of 2026, more than 800 thousand sq. m of non-residential premises were put into operation – almost at the level of 2021.
After a decline in 2022, the average salary in the construction industry has been growing for the third year in a row.
If in 2022 it was 9.8 thousand UAH, then in 2026 it already reached 22.6 thousand UAH. Thus, in four years, the level of wages in construction has more than doubled. (Development Ministry)
