The Ministry of Economy, Environment and Agriculture of Ukraine, together with partners, launched the preparation of the Medium-Term Plan of Priority Public Investments (MPI) for 2026-2028. As part of this process, a number of meetings were held with representatives of central executive bodies.
During these meetings, the approaches of each ministry to the development of its sector were discussed and how each of them should form its own medium-term plan of priority public investments, determine investment directions and conduct an assessment.
“Last year was a test for us and the first experience of working with a new methodology for preparing investment projects, but today we already have the foundation for qualitative changes. This year, the process will become even more structured. In particular, amendments to Resolution No. 294 have been initiated, which will take into account previous experience and make the procedure clearer for all participants. We are officially launching a new cycle and sending letters with instructions to each ministry, explaining all the details of the process. However, I urge the ministries not to wait for a signal, but to analyze their previous plans, determine priorities and seek support from us and the DREAM team today,” said Deputy Minister of Economy, Environment and Agriculture of Ukraine Anna Artemenko.
The Cabinet of Ministers of Ukraine approved the Medium-Term Plan of Priority Public Investments of the State for 2026-2028 on July 2, 2025. The plan includes 170 areas in 16 sectors, of which 51 are identified as priority. Thanks to this, Ukraine received a medium-term plan of public investments for the first time with priorities, main areas and financing. This was an important step towards strategic investment in the development and restoration of Ukraine.
The main changes that will now take place in the medium-term planning of public investments:
– Improving the rules of the game: the Ministry of Economy initiates changes to Resolution No. 294, which are based on comments from regions and sectoral ministries. They are necessary to make the second iteration of the process more understandable and structured;
– Full digitalization with DREAM: preparation, assessment and formation of project portfolios will be carried out using the tools of the DREAM ecosystem. This guarantees transparency and access to data in real time;
– Synchronization with the Budget Declaration: the SPI is submitted for approval to the CMU simultaneously with the draft Budget Declaration, which ensures real financial support for the selected priorities.
The ministry has already sent letters with instructions to sectoral ministries, which will officially start the submission of proposals. In the future, the Ministry team, together with DREAM, will conduct an awareness-raising campaign to strengthen the capacity of all stakeholders. As a result, a list of priority investment projects that meet the strategic goals of the state will be formed. (Economy Ministry)
