Finance Ministry increased the state budget deficit in 2019 to UAH 81 billion ($3.3 billion), whereas earlier this figure was UAH 78.05 billion ($3.1 billion).
“The Law of Ukraine “On the State Budget of Ukraine for 2019″ defines the annual limit of the state budget deficit in the amount of UAH 91.1 billion ($3.7 billion). Taking into account the amendments to the plan for the special fund, the annual target indicator of the state budget deficit amounted to UAH 99.6 billion ($4 billion). In fact, the state budget in 2019 was implemented with a deficit of UAH 81 billion, which corresponded to 81.3% of the annual target with changes,” according to the report on the implementation of the state budget in 2019 published in the government’s official newspaper Uriadovy Kurier.
It is also reported that the general fund of the state budget was implemented with an actual deficit of UAH 68.8 billion ($2.8 billion), which was within the approved annual deficit in the amount of UAH 69.6 billion ($2.8 billion).
According to the report, in 2019, the net inflow of foreign direct investment amounted to $2.5 billion, of which 75% were directed to the real sector. The ministry also specified other indicators. In particular, as of December 31, 2019, the government debt amounted to $74.4 billion, of which state external debt amounted to $39.4 billion and government domestic debt was $35 billion. Government-guaranteed debt amounted to $10 billion in late 2019, and the total amount of state and state-guaranteed debt of Ukraine amounted to $84.4 billion.
