The Twinning project of the European Union, providing for support to the Infrastructure Ministry of Ukraine in the reform of the railway sector, was launched on November 3.
According to the Twinning data, the EU project “Support to the Ministry of Infrastructure in creating conditions for the application of the European model of market to railway transport services in Ukraine” will develop the issue of opening the railway market for competitive rail services on the following directions: establishment of legal a framework, new authorities, a system of access to railway infrastructure, a systems of financing social passenger services, changes in the organization and mission of Ukrzaliznytsia.
In addition, the project will help implement European approach to security and communications, a joint system of accreditation of train drivers and develop a strategy for creating an open rail market.
The Twinning projects bring together the public authorities of Ukraine and EU member states to exchange experiences and best practices in the implementation of agreed reforms.
The project is funded by the EU. It is implemented by a consortium of Spanish and Lithuanian institutions under the supervision of the Ministry of Public Works and Transport of Spain.
The project budget amounts to EUR 1.6 million. (Interfax/Business World Magazine)
