There are currently around 120 industrial parks listed in Ukraine’s register of industrial parks, of which around 40 are already active, compared with just two before the full-scale invasion.
Deputy Chairman of the Verkhovna Rada Committee on Economic Development Dmytro Kysylevskyi said this.
“There are currently slightly more than 120 industrial parks registered in the industrial parks register. At the same time, the number of parks is not an indicative figure – it is like counting the number of individual entrepreneurs or limited liability companies. Much more important is the dynamics of active industrial parks – those where industrial infrastructure and industrial enterprises are being built or have already been built. If there were only two such parks in 2021, there are now almost 40,” the MP said.
For the third year in a row, the government has been allocating around UAH 1 billion for the development of industrial infrastructure in industrial parks. The funds are provided on a 50/50 co-financing basis. In addition to contributing its share of the financing, the applicant undertakes to commission at least 5,000 square meters of industrial real estate within three years and attract at least two industrial enterprises to the industrial park. Thus, for every UAH 1 of state investment, the recipient undertakes to attract UAH 5-6 in private investment.
“As of the end of last year, 37 plants had been built or were under construction at these industrial sites. Construction of most of them began during the full-scale invasion. We now have more than 300 MW of substation capacity in industrial parks, as well as more than one million square meters of industrial real estate. Overall, nearly UAH 46 billion in investment had already been made in industrial parks as of the beginning of 2026,” Kysylevskyi said.
According to him, the number of such plants is expected to reach around 50 until the end of 2026.
Under the program to stimulate the development of industrial infrastructure in industrial parks, an average of 15-17 applications are currently considered each year. The first assessment of how the state funds have been used will take place in 2027, when the three-year period for the provision of the funds expires.
“The first funds were disbursed at the end of 2024, which means that the first assessment will take place at the end of 2027. In other words, the parks that received funds in 2024 will have to report on the fulfillment of their commitments,” the MP said. (Ukrinform)
