The traditional meeting of the State Tax Service of Ukraine team headed by the Acting Head of the State Tax Service Lesya Karnaukh with representatives of business associations and public associations was devoted to current business issues and new solutions in the field of tax administration.
“We discuss all issues and problems honestly and openly. This format allows us to find joint solutions to quickly overcome all challenges, especially in war conditions,” Lesya Karnaukh emphasized.
She thanked the business that was working and paying taxes today, and asked to activate all possible resources. Because every hryvnia that comes to the budget is a matter of the country’s defense capability and existence.
“The constant attacks of the Russians affect everyone without exception. The enemy is systematically destroying our energy, production, and logistics lines. In such conditions, it is increasingly difficult for businesses to fulfil their tax obligations, and accordingly, this has an impact on the planned receipts of taxes and fees to the budget,” Lesya Karnaukh noted.
In general, according to her, for January-October, the State Tax Service provided UAH 1.54 trillion in revenues to the consolidated budget. The plan was implemented at 107.7%.
The following issues were discussed during the meeting:
– Blocking of tax invoices. Since the beginning of the year, the State Tax Service has reduced the number of blocked tax invoices by four times. Currently, the figure is 0.2%. This is the result of comprehensive measures, both at the level of the State Tax Service and thanks to the government’s adoption of amendments to regulatory acts;
– Tax Control service. A new digital service has been introduced that allows everyone to join the fight against the shadow economy in the sphere of trade, services, or public catering. In the week of the widget’s operation, almost 100 applications have already been received. The largest number of complaints is about non-issuance of fiscal checks and refusal to accept cards;
– E-audit. The State Tax Service is making every effort to implement e-audit in a timely manner. Large taxpayers are actively involved in the experimental implementation of e-audit. The State Tax Service has concluded 38 memorandums of participation in the experiment. 73 entities have already submitted 732 SAF-T UA files;
– Tax debt collection. A system for automatic tax debt collection from legal entities using electronic payment instructions has been implemented. In two months: 1.4 million electronic payment instructions were generated, 197 million UAH were collected and 3,440 taxpayers paid off their debts;
– Court decisions. The position of the State Tax Service: court decisions that have entered into force must be implemented. Complaints about non-enforcement of court decisions have become significantly fewer;
– CRM. Work is underway to implement CRM, a system that helps the tax service identify taxpayers who may have tax violations. This is global practice.
The State Tax Service has already developed and approved several documents:
– A general plan to improve work with tax risks,
– An operational plan,
– Plans for individual sectors of the economy.
The results are already tangible. For example, in the field of sales of electronics and household appliances:
– In 9 months the amount of accrued VAT increased 1.3-fold, and the tax burden – to 1.6%;
– Income tax increased 1.2-fold in 6 months, and the tax burden – to 0.5%.
