A mechanism of urgent crediting of cereals producers will be created in Moldova, in order to cover the expenses for agricultural works from this spring. The parliament approved a draft law to this effect on March 28.
The legislative initiative belongs with a lawmaker of the Action and Solidarity Party (PAS), Alexandr Trubca. According to the author, the need to elaborate the draft law comes from the fact that, at present, the agricultural producers from the cereals sector face a string of problems triggered by the internal factors, such as the last years’ drought, as well as the external ones, dealing with the change of the logistic ways because of Russia’s military aggression against Ukraine. These circumstances led to the decrease of the prices for cereals on the international market, increase in prices for diesel, fertilizers, herbicides, pesticides, as well as to the increase in the process for the export logistics.
“In these conditions, we find out the existence of the risk of the entering of insolvency of the farmers who deal with the cultivation of cereals and, implicitly, there is the risk of partial compromising of the process of the 2024 spring sowing and, respectively, the partial compromising of the 2024 harvest,” Trubca noted.
The draft law provides for the ban of the execution of the sums received by farmers from their creditors for the covering of earlier debts. The Agriculture and Food Industry Ministry along with the Organization for Entrepreneurship Development will establish the sum, the way of providing, use and reimbursement of the loans provided to farmers.
