The Utilities Department of the City of Tallinn announced a public procurement for the primary builder in the construction of the Reidi Road project.
The necessary work includes road construction extending the existing waterfront fortification, the establishment of utility networks, construction of water supply and sewage, a pumping station, street lighting, landscape architecture, electricity supply, communications equipment, traffic light management systems, gas supply, heat supply, construction, a city and beach promenade, landscaping and traffic management, it appears from the procurement notice.
The bidder’s average net revenue of the previous three fiscal years must meet or exceed EUR 15 million. The bidder also must have built at least two public road construction objects at a cost of at least EUR 5 million in the last five years, installed at least 50,000 square meters of asphalt on a public road and established at least two sets of sewage systems.
The deadline for the submission of offers is 11 a.m. on April 23. Bids will be selected based on the lowest costs. The duration of the procurement agreement is to be 550 days.
The public procurement announced last year failed as every submitted offers exceeded the estimated cost of the construction by approximately EUR 11 million.
“There will be a new procurement in which the planned Reidi Road and the arrangement of traffic on Narva Highway has been changed somewhat,” Tallinn Mayor Taavi Aas (Center) said in December 2017. “These changes are the result of our negotiations with urban space activists.”
With the changes made to the original plan, the number of lanes in the section of road between Reidi Road and Narva Highway has been reduced by one, and on Narva Highway by two in each direction.
“In addition, there are changes concerning public transport lanes,” Aas continued. “It has now been clearly detailed in the project how many lanes we see as public transport-only lanes in the future.”
The 1.7-kilometer Reidi Road is to run from the intersection of Joe and Ahtri Streets, through the port area and along the seafront to the intersection at the Russalka Memorial. The first stage of Reidi Road, which will run from Joe Street to Pikksilma Street, was approved at the end of 2016.
