A total of $60 million has been transferred to the general fund of Ukraine’s state budget. The financing was provided by the World Bank under the systemic project “Lifting Education Access and Resilience in Times of Need in Ukraine” (LEARN), with additional support through guarantees from the Government of Japan under the ADVANCE Ukraine Trust Fund.
The disbursement followed the World Bank’s formal confirmation that Ukraine had met the required performance indicators. The LEARN project includes a number of Disbursement-Linked Indicators (DLIs), including, among others, updated criteria for allocating subsidies to regions for the construction and improvement of school shelters and the procurement of school buses.
The received tranche is part of the third additional financing provided by the International Bank for Reconstruction and Development (IBRD) and backed by a guarantee from Japan. The total amount of this loan is $286 million. The respective Loan Agreement between Ukraine and the IBRD was signed in June.
The overall LEARN Program amounts to $520 million. Its primary objective is to improve conditions for teaching and learning and strengthen management capacity within Ukraine’s education system. The Ministry of Education and Science of Ukraine (MES) serves as the main implementing agency responsible for the Program’s implementation, monitoring, and evaluation. (Finance Ministry)
