The Ministry of Economy is working on expanding access to financing and compensation instruments for businesses in the Kherson region. In particular, adapting the program “Affordable Loans 5-7-9”, increasing the level of compensation for farmers in front-line territories and improving mechanisms for insurance of war risks. The relevant developments were presented by Deputy Ministers Taras Vysotsky and Oleksandr Tsybort during a dialogue with businesses in the region.
“Supporting business in front-line regions is not only a matter of the economy, but also of the stability of the state. It is important that each state aid instrument is maximally adapted to the real working conditions of entrepreneurs. We see that the support programs are working and yield results, so we continue to improve them to provide quick and effective solutions for businesses in the Kherson region,” Taras Vysotsky emphasized.
During the meeting, Oleksandr Tsybort presented tools for supporting businesses in frontline regions. The Pulse platform allows entrepreneurs to record problems online – each appeal receives a responsible person and a deadline, and systemic issues are processed at the Government level: 80 problems were resolved with an economic effect of UAH 1.8 billion – only in the first quarter of 2026. Among the financial instruments are the grant program “Own Business” with increased amounts for the Kherson region (up to 500 thousand UAH), a one-time aid for energy independence from 7,500 to 15,000 UAH for individual entrepreneurs with employees (valid until May 31), a 0% loan of up to 10 million UAH for generation equipment, as well as expanded war risk insurance with a limit of up to 30 million UAH for damaged property.
In the format of an open dialogue, business representatives of the Kherson region voiced a number of critical issues that require a prompt response from the state. (Economy Ministry)
