During 2025, 11,008 individual entrepreneurs expressed a desire to open their own business and officially registered a business in Kharkiv.
According to the Main Department of the State Tax Service in the Kharkiv region, 424 individual entrepreneurs chose Kharkiv as a new location for their activities and changed their tax address. As of January 1, the number of individual entrepreneurs in Kharkiv amounted to over 128.6 thousand people, while at the beginning of 2025 there were 117.9 thousand.
The Department of Administrative Services and Consumer Market noted that small and medium-sized businesses were the basis of the economic development of Kharkiv, therefore the city council systematically implemented measures to support them. In particular, entrepreneurs are exempted from paying local taxes and fees, they are partially compensated for interest rates on loans and provided with voucher assistance. In addition, business representatives are provided with information support on participation in grant programs and attracting other financial instruments for development. (Kharkiv City Council)
