The Ministry of Communities and Territories Development (Ministry of Development) presented the concept of an electronic pricing system in construction, the purpose of which was to analyze and forecast the cost of building facilities with public funding.
The prerequisites for creating the system were the lack of effective tools for public control over the cost of building facilities using public funds and the need to standardize data on construction materials and resources, Inna Vakhovych, Head of the Department of Pricing, Economics and Contractual Relations of the Ministry of Development, said during the presentation of the concept on December 4.
The key elements of the pricing system are databases of similar objects, cost of structures, prices for material, technical, and labor resources. At the same time, a number of classifiers are required for the system to function: structures, works, professions, construction materials, machines and mechanisms.
According to Vakhovych, the functionality of the database of similar objects will allow determining the cost of construction at the investment planning stage, and the database of the cost of structures will allow promptly assessing the cost of construction at the stage of feasibility study and drafting design and calculating the cost during information modeling of buildings.
The resource price database will contain a list of the main construction materials, and will also allow analyzing resource prices on the market and estimate data uploaded to the Unified Electronic System in the Construction Sector.
The concept of creating the system provides for the formation of electronic accounts of manufacturers, importers, suppliers, designers/estimators, construction customers, as well as the ministry and specialized associations.
The system will become a tool for public control of prices in construction, will ensure transparency in the formation of the cost of construction work, and will also be a step towards BIM technologies, Vakhovych says. At the same time, she emphasized that the system is not a tool for limiting prices for construction materials or for replacing the work of estimators. (Government portal)
