Excise taxes on oil products in Moldova will increase more than expected in the next three years. This is stipulated by the fiscal policy for 2017 passed by the Parliament of Moldova in the final reading.
In particular, in 2017 the excise rate was going to grow from MDL 4,137 to MDL 4,503 per ton (by 8.8%) on petrol; from MDL 1,720 to MDL 1,872 (by 8.8%) on diesel and MDL 2,577 to MDL 2,805 per ton (by 8.8%) on liquefied gas. In fact, it will grow to MDL 4,560 per ton (by 10.2%) on petrol; MDL 1,926 (by 12%) on diesel and MDL 2,875 (by 11.6%) on liquefied gas.
The excise rates on oil products for 2018 and 2019 have also been raised. In particular, the excise rate was going to be MDL 4,904 and MDL 5,357 on petrol, MDL 2,038 and MDL 2,226 on diesel and MDL 3,054 and MDL 3,336 on liquefied gas in 2018 and 2019 respectively. But, in fact, the petrol excise rate has been approved at MDL 4,961 and MDL 5,414 per ton; the diesel excise rate has been set at MDL 2,092 and MDL 2,280 per ton and the gas excise rate has been raised to MDL 3,124 and MDL 3,406 per ton for 2018 and 2019 respectively.
The excise rate on black oil was going to stay at MDL 348 per ton, but has been raised to MDL 409. The EU-RM Association Agreement requires that the excise rates on oil products imported or supplied to Moldova (petrol, diesel, their derivatives, natural and liquefied gas) be gradually raised to the size provided for by the 2003/96/EU Directive dated October 27, 2003. In line with the Directive, the minimal excise rate is established at EUR 359 per ton for petrol, EUR 330 per ton for diesel, EUR 125 per ton for liquefied gas and EUR 2.6 per GJ for natural gas.
